LTCOL FACUNDO OLORES PALAFOX IV (CAV) PA is the 18th Commander of the 2nd Cavalry Squadron, Mechanized Infantry Division, Philippine Army. He was born in Dagupan City, Philippines on 02 May 1968 and spent his early years as a child in Baguio City. He finished his elementary education from Saint Louis Laboratory School with honors. In high school, he attended the Saint Louis University Boys High School where he graduated as a member of the Science Class. He later took up 2 years of BS Math-Physics at the University of the Philippines College of Baguio, prior to joining the service.
LTC PALAFOX graduated from the Philippine Military Academy in 1990. He served as Platoon Leader, Executive Officer and Company Commander with the 22nd Infantry (Valor) battalion, 2nd Infantry Division, Philippine Army in the provinces of Camarines Norte, Camarines Sur, Masbate and Albay. After serving 5 years as an Infantry Officer, he joined the former Philippine Army Light Armor Regiment (PALAR) and was deployed in Central Cotabato and Northern Mindanao where he assumed as Company Commander of the 22nd Light Armor Company, 2nd Light Armor, Battalion, LABDe, PA.
After his stint in the field for almost 10 years, LTC PALAFOX was reassigned with the Light Armor Brigade (LABDe), PA as the Deputy of Chief for CMO, G7. And subsequently was transferred to Headquarters Philippine Army as Chief, Military Values Education (MILVED) and Military Livelihood Enhancement (MILE) Branch with the Office of the Assistant Chief of Staff for Civil Military Operations, G7.
LTC PALAFOX went on to serve as Senior Aide-de-Camp to the Speaker of the House of Representatives, Speaker Arnulfo Fuentebella of the 13th Congress. He then continued to perform special Detail Service outside of the Armed Forces of the Philippines as Military Assistant to the Secretary of the Department of Agrarian Reform (DAR), Press Secretary and Presidential Adviser on Political Affairs, former Sec Hernani Braganza.
Returning from special Detail Service, he was later on designated as Chief, Psychological Operations Division and concurrently held the position as Chief, Administrative Division of the Office of the Deputy Chief of Staff for CMO, J7 at the General Headquarters, AFP. He was instrumental, along with other Officers of OJ7, in the establishment of the AFP National Development Support Command (NADESCOM) in September 2007, the development arm of the Armed Forces. Then after, LTC PALAFOX worked as Administrative Officer to the Commander, NADESCOM and the Chief, Management and Fiscal Office of the Command. Afterwards he worked as the Assistant Chief of Unified Command Staff for Operations, U3 (NADESCOM) where he assisted in the supervision and implementation of P2.4B worth of infrastructure projects under the Kalayaan Barangays Program to alleviate the lives of the people in conflict-affected, as well as, depressed communities all over the Philippines.
In the course of his practice of CMO, he co-authored the writing of the Philippine Army Public Affairs Manual (2002) and the AFP CMO Doctrine (2005).
He is graduate of the Local Basic and Advance Armor Courses; and specialized in Civil Military Operations (CMO) by taking up the CMO Course. LTC PALAFOX is likewise a graduate of the Joint Tactical Civil Military Cooperation Course (CIMIC) in Brisbane, Australia. He graduated #2 and is an Honor Student of Class-56 of the General Staff Course and garnered the Gold Medals for Leadership; Best Action Plan and Program; and Highest Point Grade Average in his Masters Degree in Public Management major in Development and Security with the Graduate School for Public Management of the Development Academy of the Philippines.
He has received various military awards for his contributions to the Service and is also a distinguished recipient of the coveted University of the Philippines' CENTENNIAL AWARD for Public Safety and Administration in 2008.
He is married to Anna Lissa Velarde Adriano and a proud father to three children - Angela Grace, Louis Andre and Anna Frances.
